This is related to a question asked on another forum. I am trying to make my question as specific as possible, so I am presenting only highly related information here.

Background: Multiple apps send WS-discovery probes and get responses accordingly. All of them stopped receiving responses suddenly. They will work only if Windows 10 starts in the safe mode. I am trying to find out the culprit.

Wireshark shows these apps send out discovery UDP packets correctly and the responses head to them correctly. Here is a response UDP packet shown by Wireshark, but an app does not receive:

The source AxisComm_e0 is a web service server, and the destination AsustekC_70 is the Windows 10 PC running the app.

However, the same app on the same PC receives other UDP packets from the same source without any problem. Here is an example of those UDP packets:

The primary difference that I see is the source port. Could anyone offer a tip on how to diagnose this. I have tried disabling the Firewall, opening all ports on Firewall, disabling Windows Defender to no avail.
